Script blocking with Google Analytics doesn’t appear after accepted and refresh

I use the script blocking feature to add Google Analytics Tracking. However, the GA Cookies are not set until the page is changed, refreshing the homepage doesn’t solve the issue. How can this be fixed?

This issue is critical, especially if the website is a landingpage. There are more people with the same problem:
