problem with larger of my cookie notice bar

I’m searching how to change the larger of my cookie notice bar. for now, i have the bar placed at bottom position but it is not a bar but juste a block placed at the right corner of the screen but when i want to ad the button privacy policy my button is hiding because my block isn’t enough big.
how/where can i solve this problem ?
