    How does one make an event a “featured event” so that it may be shown with the events list widget and the “Display Featured Events Only” box checked in that widget?

    In admin events list there’s a star icon – it’s used to toggle featured event.

    The other way is edit this in single event page – it’s under Display Options in Publish metabox.
