I have the same problem using the Cookie Notice plugin as the user in the topic here: http://www.dfactory.co/support/topic/cookie-notics-custom-theme/
My site ghostcom.dk uses a custom made theme and the cookie notice does not show up. I tried all settings but no luck. Right now it should appear in the bottom of the page. I use WordPress v3.8.1 (I tried the plugin in 3.8.0 also but with no luck). I have also tried with different browsers – no luck there too.
    Any help is appreciated!

Can you please check if your site has wp_head() function in the header.php and wp_footer() in the footer.php files of your theme?

I did not have the wp_footer() in the footer.php – that is corrected now, but it did not change anything :(

I just tested it and it works – you’re logged in probably and that makes it not visible to you.

Wow – thanks! You’re right – I was logged in – that’s why I did not see it as working! :)
